The need to enhance the quality of local services and the effectiveness of local democracy is the key rationale behind the drive to modernise local government. Underpinning the move to modernisation is e-government.

The Office of the Deputy Prime Minister (ODPM) has stated that the deployment of local e-government will evolve in the form of three key deliverables. These are:

The Transformation of Services:

  • By making services more accessible
  • By making services more convenient
  • By making services more cost effective

Renewing Local Democracy:

  • By making councils more open and accountable
  • By making councils more inclusive and better able to lead the community.
III

Promoting Local Economies:

  • By implementing a modern communications infrastructure
  • By the active promotion of e-business.

Neighbourhood web is a local e-government tool that will assist local authorities in achieving these deliverables. For instance:

  • Local councillors and other elected representatives can make themselves more open and accessible by using Neighbourhood web to develop their personal web sites without any HTML experience.

  • Local communities can be made more ‘e-vibrant’ through Neighbourhood web too. The ODPM has mandated that local organisations and small businesses be supported in the creation and maintenance of their own information online; this includes the promotion of job vacancies and local events. Neighbourhood web provides this and much much more.
